This Italianate building was constructed in 1861 on the site of the old Government Commissariat Store, c.1813. It was used to provide social, recreational and educational opportunities for the community. Between 1874 and 1876 the building was used by Windsor Council for their meetings. Additional pavilion wings were added after 1900, and the building was used as a community centre before being converted into a boot factory in 1947. This was also the site of Mr Mina's garden. Today it is home to a dance studio.
It is highly likely that significant archaeological remnants could remain on the site.
